The new Directive states that "solutions for lawful access to information in end-to-end encrypted communications must maintain the effectiveness of encryption in protecting the privacy and security of communications while providing an effective response to crime." However, in terms of scope, the European Council proposes to exclude organizations operating in the fields of defense, national security, and public safety from the Directive. The exception also applies to law enforcement, the judiciary, parliaments, and central banks.
